JOB ANNOUNCEMENT * EU ACCESSION PROJECT DIRECTOR
 
The Budapest-based Center for Policy Studies, a new initiative of the
Central European University, seeks a consultant to serve as director
of a project to monitor conditions in ten European Union candidate
countries, and related EU policies/practices.
 
The Center for Policy Studies undertakes and supports policy research
and advocacy on issues central to the mission of building open
societies. The Center aims to promote public debate by disseminating
research results in accessible formats and to improve the policy
environment in the Central/East European region by diversifying the
sources of public policy input.
 
The Center is embarking on a project to monitor conditions in the ten
EU candidate countries in Central and Eastern Europe on issues central
to the accession process, including the protection of Roma/minority
rights, the independence of the judiciary, and the fight against
corruption. The project, which will publish reports based on the
monitoring work, is designed to highlight and promote public education
in each of the candidate countries about the EU accession process; to
insure that the EU's annual evaluations, as well as its ultimate
decisions on accession, are made transparently on the basis of
accurate facts; to identify possible areas in which the Open Society
Institute and other funders may help the EU carry out its mission of
promoting compliance with Copenhagen criteria; and to develop
indigenous, long-term capacity in each of the candidate countries to
undertake effective monitoring of issues related to the rule of law.
 
Under the supervision of the Deputy Director of OSI-NY and the
Director of the Center for Policy Studies, the project director will
be responsible for the design and execution of a monitoring project
resulting in the publication of high-quality reports on selected
issues in each of the ten Central/East European candidate countries.
The project director will:
 
develop, with the assistance of expert individuals and/or institutions
in the relevant fields, a methodology and timetable for monitoring
contract with individuals and/or institutions capable of undertaking
monitoring in each of the candidate countries oversee the gathering
and compilation of information in a form readily useable for a written
report

write and/or edit comprehensive English-language reports based on the
monitoring research design and implement a strategy for using the
monitoring reports as advocacy tools with the media,
inter-governmental institutions and national and international NGOs

ensure completion of the above tasks in a timely manner.
 
Requirements:
 
Superior native-English language writing and editing ability
At least three years' project management or equivalent employment
experience
Study and/or work experience in the field of human rights
Demonstrated capacity to work under pressure, meet deadlines, and
perform work of the highest quality
Strong management and interpersonal skills
Immediate Availability for at least six months
 
Preferred Qualifications:
 
Work experience in Central/Eastern Europe
Familiarity with one or more Central/East European languages
Legal background
