Dear Madam, Sir,

I am working for the Asia Desk of the Dutch Immigration and
Naturalistion Service of the Dutch Ministry of Justice. Our Desk is
collecting information on countries of origin of refugees.

On the Internet I found your article of 25 May 2000 titled "Exodus of
Ethnic Russians Worries Kyrgyzstan", sent by Felix Corley. At the
moment I am researching some cases of ethnic Russians from Kyrgyzstan
who applied for asylum in The Netherlands. Therefore I am interested
in an up-date on the position of ethnic Russians in Kyrgyzstan. I hope
your organisation can help me with this. My questions are as follows:

1. How are ethnic Russians in general treated in Kyrgyzstan by the
authorities and by the non-Russian population? 
2. Are ethnic Russians being persecuted in Kyrgyzstan or is it more
discrimination in jobs, career opportunities, acces to education,
language, and the like?
3. Can ethnic Russians in cases of persecution and/or discrimination
by (lower) state authorities or others (e.g. Kyrgyz nationalists) seek
protection by (higher) state authorities?
4. Can ethnic Russians in cases of persecution and/or discrimination
by (lower) state authorities or others (e.g. Kyrgyz nationalists)
settle in other parts/cities in Kyrgyzstan to escape persecution
and/or discrimination?
