Call for help: registration and discrimination against
institutions


Dear MINELRES subscribers,
 
I would highly appreciate if someone helps my colleagues from the
'Memorial' Human Rights Centre and me to find on the Internet or
elsewhere any information related to the following areas.
 
1. Russian Federation has inherited and reinforced the Soviet system
of propiska (registration permits). It envisages a person's official
registration by his/her place of permanent residence and of his/her
place of temporary stay. The both types of registration are
obligatory, and procedures established for Russian citisens, CIS
residents, refugees and comers from the 'far abroad' differ to a
certain degree. We would like to have more information on the similar
institutions and procedures in the other countries, primarily in
Europe. Would somebody know any websites containing information on
legal and institutional arrangements related to any kind of
registration by a place of residence or sojourn for nationals,
foreigners (including refugees) and stateless persons?
 
2. The International Convention on the Elimination of All Forms of
Racial Discrimination contains the notion of discrimination against
institutions (Art.2, para 'a'). Does anybody know any authors who
analysed its theoretical and practical dimensions? Are any texts
containing a related information available on the Internet?
