Dear Boris,
 
After your questions on HCNM reports and recommendations, it might
interest you that the main procedural "rules of the game" are as
follows:
 
- If the HCNM addresses official recommendations to governments, these
remain confidential for a certain, unspecified period. First, the
addressed governments have the opportunity to give an official
reaction. After this, the official recommendations with the reactions
are put on the agenda of the OSCE Permanent Council in Vienna.
Standard practice is that both the recommendations and the official
reactions become public after the meeting of the Permanent Council,
where these documents have been discussed.

- At specific occasions, the HCNM drafts  public "reports" on his
activities. The main example is his report to the biennial meetings of
the OSCE Human Dimension Implementation Meeting. The last one was held
in November 1997, where the HCNM delivered his report. Although this
is a 'report', it rather has the character of a speech. It is in
public domain.
 
- If the HCNM does not draft recommendations after in-country visits,
the only official, publicly available information are his very brief
'reports' in the monthly editions of the "OSCE Newsletter".
