Framework Document for a National Programme on the
Integration of Society in Latvia


I wanted to alert the subscribers of MINELRES to the availablity in
English of an electronic version of the Latvian government's draft
"Framework Document for a National Programme on the Integration of
Society in Latvia" (see www.mfa.gov.lv under "Foreign Policy Themes").
The document is currently being broadly (and heatedly) debated in
Latvia, as it lays down the contours of minority policy in realms such
as education, language, citizenship, culture and so forth.  The
document was commissioned by the government from a group of officials
and academics last spring and a draft was submitted to the Cabinet of
Ministers at the end of September.  For a number of reasons, not the
least being the slow formation of a new government, the document was
not "launched" and made widely available until 10 March 1999.  The
public discussion is to lead to revisions and additions to the
document and the creation of a national prorgamme, including funding
from the government budget for integration-related projects. Through
mid-May, with funding from UNDP, the Soros Foundation - Latvia, in
cooperation with the government, is organizing a series of expert
seminars and dialogue events with the aim of involving the entire
political spectrum, NGOs and minority groups into the debate.  The
Soros Foundation - Latvia is also hosting an electronic discussion
group on the document through it's home page at www.sfl.lv - only that
discussion is meant for those with some command of Latvian.  Still, it
would be interesting to get feedback in English as well.
