FMP SPONSORS PANEL AT ASN CONVENTION
 
The Forced Migration Projects are sponsoring a panel discussion on
forced population displacement issues starting at 4:30 p.m. on April
16 at the Association for the Study of Nationalities Convention in New
York. The panel, titled Identity, State Building and Forced Migration,
will be chaired by FMP Director Arthur C. Helton. Papers will be
presented on various migration-related topics in the former Soviet
Union and the former Yugoslavia, including; Language Policies and
Ethnic Migration in Central Asia; The Development of a Meskhetian Turk
Repatriation Framework; New Responsibilities for the OSCE: An
Insider's Perspective; and Rethinking the Roma Identity as a Solution
for Forced Migration Problems. The panel discussant is Lydia Topic of
the Permanent Mission of Bosnia and Herzegovina to the United Nations.
The panel will convene at Columbia's International Affairs Building at

TRANSCRIPTS AVAILABLE OF FMP/WBAI RADIO SERIES ON IMMIGRATION
 
The Forced Migration Projects (FMP) are making available transcripts
from a radio series that focused on US immigration issues, in
particular immigration and refugee policy. New York radio station WBAI
originally aired the FMP-conceived programs from June 29 - July 2,
1998. The 90-page transcript of these broadcasts can be found on the
FMP website at www.soros.org/migrate.html
<http://www.soros.org/migrate.html>. The series was co-hosted by
Utrice Leid, executive producer of the radio station's "Talk Back"
program, and Arthur C. Helton, director of the Forced Migration
Projects. Two additional migration experts were featured on each of
the four days the program aired. Topics covered by the series included
the social, economic and cultural impact of immigration; issues of
citizenship and national identity; the treatment of refugees; and the
impact of immigration on New York City.
 
NEW HEAD OF FEDERAL MIGRATION SERVICE NAMED
 
The Russian government announced March 30 that Vladimir Kalamanov has
been appointed the new chief of the Federal Migration Service.
Previously, Kalamanov has served as the director of the Department of
National Policy at the Russian Federation Ministry of Nationalities,
and as the presidential representative in the autonomous republics of
North Ossetia and Ingushetia. He takes over from Tatyana Regent, who
was dismissed by President Boris Yeltsin in February. One of
Kalamanov's primary initial tasks will be to restore the migration
agency's credibility. Russian newspapers had published accounts of
financial impropriety at FMS under Regent, including the improper
expenditure of about $10 million on "staff benefits." Regent
vehemently denied charges of financial abuse. Her dismissal, however,
was received with cautious optimism among representatives of Russia's
migration-related nongovernmental organizations.
