Dear Ms. Girard,

Having once again gone over the article on Estonia (see attached) I
find no mention of a report originating from the High Commissioner. 

If you mean a report concerning a visit, then I have to say that the
articles on the HCNM in the OSCE Newsletter are the official public
reports on the visits of the High Commissioner.

Maybe you could specify what kind of report you have in mind? If you
are interested in the subjects discussed I would recommend that you
contact our office and specifically Mr. C. Oliphant (Adviser)

The report of the visit as printed in the OSCE Newsletter:

On 23 and 24 November the High Commissioner visited Estonia where he
was received by President Lennart Meri. He also had meetings with
Prime Minister Mart Siimann, Foreign Minister Toomas Hendrick Ilves,
and Minister for Inter-Ethnic Relations Ms Andra Veidemann. One of the
subjects discussed was the integration of non-Estonians into Estonian
society, including recent developments in the naturalization process
and proposals regarding the granting of citizenship to stateless
children born in Estonia.

The High Commissioner was informed about changes to simplify the
constitution test for citizenship applicants. He also inquired about
the latest proposals to create the institution of an Ombudsman, and
about plans to improve the teaching of the Estonian language in
non-Estonian schools.
