While the Bulgarian Parliament has indeed adopted a law on the
ratification of the Framework Convention, Bulgaria is not, as of
today, a Party to this treaty because it has not yet deposited its
instrument of ratification with the Secretary General of the Council
of Europe. This deposit of instrument - required under Article 27 of
the Framework Convention - is expected to happen very soon.
