With the break-up of the Soviet Union in the early 1990s, political
competition and conflict began to escalate in Tajikistan. By 1992,
this Central Asian republic was engulfed in civil war with different
interest groups fighting for control of the state and the principles
that would guide it: secular or Islamic; democratic or authoritarian.
The international community, led by the UN, convened peace
negotiations involving the warring parties and foreign governments
with a strong interest in the outcome of the war. After more than
three years of talks, the General Agreement was signed in June 1997 -
a comparatively rapid conclusion to a very brutal war. The agreement
was based on power sharing, with a joint Commission for National
Reconciliation to oversee implementation. In spring 2000, the
Tajikistan government and the UN declared the peace process a success.

In Accord 10, Tajikistani and international authors  - most of whom
were directly involved - examine the evolution and dynamics of the war
and the peace process, as well as the ongoing challenge of
post-conflict peacebuilding. This publication provides an in-depth and
analytical look at what was an exceptionally well co-ordinated peace
process, which deserves careful study to draw lessons that could be
used elsewhere.
