Appeal on refugees situation in Macedonia


APPEAL
 
VIA THE HELSINKI FEDERATION OF HUMAN RIGHTS TO THE INTERNATIONAL
COMMUNITY
 
Skopje, 4 April, 1999. - The Helsinki Committee for Human Rights of
the Republic of Macedonia estimates that the situation of the refugees
from Kosovo is more than alarming. Presently the number of refugees
increases daily by tens of thousands and is less and less subject to
control, regulation and humanitarian care. In such situation, human
rights become excluded. Obviously, the international aid for the
refugees and the acceptance of appropriate number of them by other
countries, problems which should have been predicted above all by the
NATO strategists, have yet to be realized. As a consequence, the
Macedonian economy is close to an apparent collapse, while the
security of the state becomes uncertain. Due to the above, the
Helsinki Committee for Human Rights of the Republic of Macedonia calls
upon the International Helsinki Federation for Human Rights, together
with all its members, to make an urgent appeal to all relevant
international institutions:
 
First: For urgent international aid in quantities sufficient not only
for the already arrived refugees, but also for the ever increasing
number of them who arrive via the Macedonian border with the Federal
Republic of
Yugoslavia; and 

Second: To urgently appeal, above all, to the European countries to
accept adequate number of refugees that shall make possible for the
Republic of Macedonia to deal with the number of refugees within the
framework of its real capacities. The international community must
show understanding in the direction of accepting refugees in numbers
that shall guarantee the security and stability of Macedonia which, as
a result of this, shall make possible its hospitality for the NATO
troops to be productive.
 
The Helsinki Committee for Human Rights of the Republic of Macedonia
warns that, in case urgent measures are not undertaken in the context
of the aforementioned, we can expect at the same time deterioration of
interethnic relations towards dangerous increase in the interethnic
tensions. Also, the mood of the citizens of Macedonia can turn against
the Alliance and the European Community.
