of the Youth Helsinki Citizens’ Assembly of Moldova

FOR THE WHOLE INTERNATIONAL COMMUNITY

The current unstable situation in Moldova causes concern for the
international community in view of the possible destruction of an
emerging democratic society and creation of communist dictatorship in
the country.  However, the Christian Democratic Popular Party, whose
ultimate goal is to destroy the independence of Moldova, is indeed
undermining civil peace and accord in the country. Yurie Rosca, the
leader of the party,  managed to convince the international community
that he is fighting against communism, although in fact it was Mr. 
Rosca who paved the road to power for communists, as in 1999 his
fraction had nine deputies in the Parliament of Moldova and played a
decisive role together with the communists in voting the government of
the Democratic Alliance out of office. The whole anticommunist
campaign, which is now waged by this party, is only a mean to
accumulate political capital. The previous "Alliance for Democracy and
Reforms" in the Parliament (60 votes) was not able to function
properly because of the unpredictable behavior of the
Christian-Democratic Popular Party, which had 9 "decisive" votes in
it. During a number of years the official newspaper of CDPP  Tara, as
well as other sympathizing periodic publications, have been publishing
materials instigating xenophobia and ethnic discord. Many publications
are of a revisionist character and justify the Romanian ally of
Hitler, Marshal Ion Antonescu, although about 300 thousand Jews were
killed in the territory of our small country during World War II by
the Romanian army and administration.

Today, the amount of xenophobic materials has increased dramatically;
special sites aimed at manipulating  Moldovan youths are being created
in the Internet. One can find in the Internet appeals to annihilate
the  Russian-speaking population, and calls on Moldovan youths to take
arms and thus to deal away with "occupants".

The Youth Helsinki Citizens' Assembly of Moldova, whose main aim is
the development of a democratic society in Moldova as well as the
implementation of principles and ideas of the Helsinki Final Act of
OSCE (1975) and the Prague Appeal of the Helsinki Citizens' Assembly
(1990) among Moldovan youths, calls upon the international community
to take these facts into consideration and not to rush with
conclusions about the democratic views of Yurie Rosca, one of the
authors of the scenario that brought communists to power.

After September 11 terrorism indeed has become the main threat to
mankind. And it is especially true in such  a poor country as ours.
Inquiries of MPs of the Christian Democratic Popular Party about the
presence of terrorists among students of Arabic origin in the
International University of Moldova (ULIM), as well as the campaign
launched by the authorities against the former Honorary Council of
Lebanon and his family can be  qualified only as instigation of
xenophobia and use of xenophobia to accumulate political capital and
to deal away with political enemies.

One cannot ignore the fact that events in Moldova since the beginning
of 2002 lead to an acute polarization of the political spectrum in
Moldova and the crowding out of moderate social-democratic parties.

In these circumstances no task is more important than to preserve the
main values and conditions of progress of modern civilization –
democracy based on the recognition of equality of people irrespective
of their origin and their right to determine their future according to
the will of the majority.

Thus, we call upon international analysts to review the situation in
Moldova in all its complexity and diversity and not to create
simplistic models suiting anybody's political interests.
