CABINET APPROVES DRAFT BILL ON ETHNIC HUNGARIANS. The government
approved a draft bill on granting special status to ethnic Hungarians
abroad, Foreign Ministry State Secretary Zsolt Nemeth told reporters
on 20 March. Nemeth said he estimates that some 800,000 ethnic
Hungarians will claim certificates entitling them to social benefits
and allowances in education, transport, and health. One of the
preconditions for such benefits is that the claimant should have no
intention to settle in Hungary and should not represent any national
security risk, Nemeth explained. According to the bill, ethnic
Hungarian families with at least two children will receive a minimum
annual benefit of 20,000 forints ($70), if they send their children to
Hungarian-language kindergartens or schools. MSZ
