Shadow reports


Message from the Secretariat of the Framework Convention for the
Protection of National Minorities

 Shadow Reports to the State Reports submitted by member
states under the Framework Convention for the Protection of National
Minorities.

It has come to our attention that some shadow reports have been
circulated with a Council of Europe reference and/or logo.  Although
the Council of Europe certainly welcomes the publication and
dissemination of NGO reports on the Framework Convention, it is
important to underline that these reports are not published or
disseminated by the Council of Europe.  The erroneous use of this
reference can lead to misunderstandings.  We therefore ask you to
check shadow reports you have received or downloaded and ensure that
this reference is removed.
