"YOUTH FOR CULTURE OF PEACE AND DIALOGUE AMONG CIVILIZATIONS IN THIRD
MILLENIUM"
 
FORUM OF YOUTH OF CAUCASUS

Representatives of youth organizations from state and non-governmental
organizations of all regions of Caucasus
 
The aim:
 
In line with the Preamble of the UN Charter, in particular, its
provision "to practice tolerance and live together in peace with one
another as good neighbors", to create conditions for the Caucasus
youth to engage in an open dialogue about the role of young leaders in
the development of peaceful relationships and good neighborhood in the
name of peace.
 
The main ideas:
 
To bring together young leaders from state and non-governmental youth
organizations from all over the Caucasus region, including refugees,
disabled and ethnic minority representatives;
 
To discuss general problems of youth of the Caucasus;
 
To launch a dialogue among representatives of state and
non-governmental youth organizations for assessment of their needs and
current capacities in development of relationships based on the ideals
of peace and good neighborhoods in the name of peace in Caucasus;
 
To undertake inter - cultural activities as one of main elements in
the youth policy.
 
In the XXth century, the mankind had gone through two world and number
of civil wars, which severally impacted the conditions of human life,
left the people without housing and means to existence, destroyed and
devastated the world spiritual and cultural heritage.
 
In the cause of building peace in the world there is a role played not
only by politicians, but also youth being the future of each state.
 
Youth are active participate of major process in the society, ranging
from peace and development to humanitarian and emergency activities.
 
The important role played by youth is implemented through the dialogue
on international, regional and local levels.
 
Studying experience of each other, the culture and traditions, is an
important contribution to the success of networking on the regional
level, in particular, development of tolerant attitudes and good
neighborhood.
 
The efforts aimed at formation of the civil and legal society,
economic and social conditions for a better human life should
constitute the fundamentals of youth policy of the Caucasus.
 
The young people, being trained and through life experience, become a
creative force, a valuable property of each society and providers of
mutual understanding between the nations.
 
Youth are responsible for consolidating moral values, tolerance,
solidarity, democracy, respect to human rights and especially to the
neighbors through study and replication of patterns of behavior on how
to live in peace, tolerance and good neighborhood with each other. The
policy of sustainable development of the society shall be translated
into life with concerted efforts of all stakeholders - state organs,
governments, public organizations and different youth institutions.
This will pave the way for the future.
 
The youth suffers most from economic and social crises, therefore it
is youth, which should be interested most and start to realize the
idea of sustainable development, to undertake implementation of a
culture of peace and democracy.
 
The youth should run in new epicycle ethics a new system of values and
learn to live on their basis.
 
The overall objective of modern youth policy lies in the creation of
favorable environment for youth development by means of massive
support to the innovative activities, social protection, formation of
creative activity, capacities, skills and incentives to
self-development.
 
But the youth policy implementation has an individual country approach
and difference case by case. For this reason, the coordinated and
organized activity, concerted efforts, cooperation of nations,
transformation of differences between the parties into a playground
for cooperation, exchange of experience, mutual enrichment of youth
policy as an independent area of activity, youth participation in the
world-wide process of development are absolutely vital.
 
For this reason, it is so important within the framework of
international youth cooperation to develop a coordinated operation
mechanism, aiming at realization of radical measures and policies for
addressing youth problems, to support different state and
non-governmental agencies in the cause of protection of the rights of
youth, to strengthen capacity for creation of the ground for a
reasonable model of balanced youth policy.
 
The youth policy should be coordinated, humane, integral, ensuring
health, emancipation and valuable development of youth in the form
democratic, socially protected and cooperating local pattern.
