LAW ON NATIONAL MINORITIES ADOPTED IN PRINCIPLE. On Feb. 25, the
Yugoslav Parliament lower house unanimously adopted in principle a
draft law on protection of national minorities' rights and freedoms.

During a three-hour discussion, both the ruling coalition and the
opposition positively assessed the draft law, opposition MPs only
objecting to several articles of the law.

MPs mainly discussed whether a legal framework on protection of
minorities already existed and how it has been implemented.

Another discussion was provoked by the introductory speech of Yugoslav
National Minorities Minister Rasim Ljajic, who said that after
adopting a law, Yugoslavia would no longer be a black hole in the
protection of minority rights. Ljajic also said that Yugoslavia would
set a standard in the protection of minority rights in the region,
since the law was a step ahead of current international standards.

Both, the ruling and opposition MPs agreed with Ljajic's remark that
the law "is an entrance ticket to the Council of Europe." All present
MPs (91) voted for the draft law in general. Discussion on amendments
to the law continues at 11 a.m. on Feb. 26.
