Invitation: The Minority Course 2001 for young Europeans active in
NGOs
 
The Minority Course 2001 will for the 5th time be carried out at
Hojskolen Ostersoen in Denmark from July 22nd to August 11th. It will
be an opportunity for young active NGO-members or students interested
in European/minority issues to become part of a European forum with 65
other young Europeans equally representing the national, cultural and
linguistic minorities of Europe and the dominating population-groups.
The event should promote a consciousness that respects differences.
 
The deadline for Central and East European applicants is on March 12th
2001.
The deadline for West European applicants is on April 9th 2001.

The Minority Course 2001 will explore current European issues. Issues
overall related to the concept "unity in diversity", where the
experiences of minorities are especially relevant and with important
democratic implications needed to be discussed among young Europeans.
The vision of a Europe of regions, minority and regional issues in the
context of the EU-enlargement, cultural rights in the context of the
new EU Charter of Fundamental Rights and finally how to participate
and influence on a European level. Lectures such as the ones below
will be supplemented with workshops and excursions:
 
- Ethnic conflict and self-determination conflicts at the periphery of
the larger Europe (Director of European Centre of Minority Issues Marc
Weller).
- Models for society and state in a Europe of regions (Uffe
�stergaard, Director of Danish Centre for Holocaust Studies).
- The Council of Europe and minority rights (Henning Gjellerod, Danish
MP and member of the Parliamentary Assembly of the Council of Europe).
- An EU Charter of Fundamental Rights: Perspectives and implications
(Erling Olsen, Former Chairman of the Danish Parliament and
representative of the Danish Government at the EU Charter Convention).
- "Case study" - Transylvania  - Perspectives for regional
co-operation or conflict? (Zoltan Kali of the Ethnocultural Diversity
Resource Centre in Cluj/Kolozsvar/Klausenburg).
- "Case study": Latvia towards enlargement (NGO Centr Riga).
- A European dimension of an active citizenship (John Petersen,
Chairman of Association for Community Colleges)
 
The practical aim of the Course is to make a "Catalogue of European
Ideas and Impressions". A booklet of short articles on the above
issues written by the participants themselves during the event. The
dissemination of the Catalogue throughout Europe will be done after
the Course with the active help of the participants. Beside the
practical aim of making and disseminating the "Catalogue of European
Ideas and Impressions", another important aim of the Minority Course
2001 is to simply open the participant's eyes for the many different
shades and colours of Europe. The Course is also a social event, where
close personal friendships and contacts will evolve, and which can
serve as the basis of a future network among the 65 participants.
 
Practical information:
 
Young Europeans active in a NGO/voluntary association or students
especially interested in minority and European issues are invited. To
participate, English must be reasonably well understood, spoken and
written. There is a participation fee of 100 EURO. The fee covers
travel expenses to and from Denmark, board and lodging for the 3 weeks
and the programme. The Minority Course 2001 is carried out with the
support of the European Commission, the European Youth Foundation
under the Council of Europe, the Danish Ministry of Education and the
Danish Institute of International Affairs.
