Towards improved protection of minorities in Yugoslavia

Strasbourg, 13.02.2002 - "The federal law on the protection of
minorities, which is to be put to the vote today in the Federal
Parliament of Yugoslavia, is the outcome of intense co-operation
between the Council of Europe and the Federal Government of
Yugoslavia", declared Council of Europe Secretary General, Walter
Schwimmer.

"I hope that the Federal Parliament of Yugoslavia will be in favour of
this text.  Effectively, the adoption of this law, in compliance with
the Council of Europe's framework Convention for the Protection of
National Minorities, will make it possible to launch a significant
process of change and reform which is essential in order to draw the
Federal Republic of Yugoslavia closer to European democratic
standards."

The Secretary General also emphasised that "the implementation of this
legislation will be decisive for the country's inclusion into European
co-operation and integration structures".
