Dear Boris,

Thanks for the note regarding the coming into force of the Council of Europe's Framework Convention. And, yes, it would seem that further development of standards and procedures should eventually
follow: I understand there remains the idea of an eventual additional protocol to the European Convention of Human Rights in relation to minority rights... which would, thereby, benefit from the
independent and impartial supervisory system of the new European Court of Human Rights in Strasbourg. However, this may be a long time coming.... In the meantime, the ideas in such non-governmental
documents as The Hague Recommendations and the forthcoming Oslo Recommendations may gain currency and influence practices and also the development of standards agreed at the inter-governmental
level. This is all part of a huge socio-political process in the "New Europe".
