Bulgaria's human and minority rights record can certainly be improved.
But Turks ARE recognized in so many ways in Bulgaria, unlike say
Macedonia. So it is not formal recognition that they are asking for
but an explicit mention in the constitution. In any case, since
Bulgaria ratified the Framework Convention on National Minorities,
there are many more legal means to advocate a better minority rights
policy. Useful reading on the matter, the just released dossier by the
Parliamentary Assembly of the Council of Europe:
 
The Assembly pays tribute to the progress made by Bulgaria but asks it
to do better
