Seminar on deported Meskhetians, January 22-24, Bakuriani


Press release of the Union of Georgian Repatriates

On January, 22-24, 2002 in Bakuriani (Georgia) the Union of Georgian
Repatriates with support of Council of Europe has carried out a
seminar in the framework of the project "Inter-ethnic dialogues for
nonconflict  repatriation". The seminar was devoted to study of a wide
experience on repatriation of deported Crimean Tatars in Ukraine. 

13 participants from three countries have taken part in work of the
seminar. They are the representatives from basic NGOs, engaged by a
problem of deported Meskhetians, working in Georgia and Azerbaijan,
NGOs from Samtskhe-Javakheti region, representatives of NGO of Crimean
Tatars and Ukrainian NGOs. 

Ukraine in the seminar was represented by the following persons:

- Irina Pribytkova - Doctor of Economic Sciences, Professor of
National Kiev University, Centre of  Population Studies,  Kiev;
- Ahtem Zeytullaev - Crimean tatars Foundation for Naturalisation and
Human Rights "Sodeistvie",  Simferopol;
- Sergey Danilov - Association of Middle East Studies (AMES), Kiev;
- Igor Semyvolos - Association of Middle East Studies (AMES), Kiev;

Georgia and its regions at the seminar represented the following
persons:

- Marat Baratashvili - Union of Georgian Repatriates, Tbilisi;
- Guram Mamulia - Union "Centre of Assistance of Repatriation of
Deported Meskhetian Population", Tbilisi;
- Lidiya Baratashvili - Union of Georgian Repatriates, Tbilisi;
- Rustam Bekadze - Union of Georgian Repatriates, Ozurgeti;
- Jalil Shaganidze - Youth Union "Meskheti", Tbilisi;
- Klara Baratashvili - Union "PATRIA", Tbilisi;
- Ararat Yesoyan - Centre of Assistance to Reforms and Democratic
Development, Akhalkalaki;
- Tsira Meskhishvili - Regional Association of Samtskhe-Javakheti
"Tolerant", Akhaltsikhe.

>From Azerbaijan on the seminar has arrived 
- Tamara Baratashvili - Union "PATRIA", Mingechevir.

In the seminar the wide circle of questions connected to repatriation
of Crimean Tatars in Ukraine and to repatriation of deported
Meskhetians in Georgia was considered.

At the seminar such themes were discussed:
- Legal and humanitarian problems of reintegration of earlier deported
persons in Crimea; 
- Co-operation between NGOs, government and international
organisations on prevention of conflicts in Crimea during repatriation
of Crimean Tatars;
- Importance of objective and timely information for nonconflict
repatriation;
- Coverage in the Internet of a problem of repatriation of Crimean
Tatars in Ukraine. Advantages and disadvantages of electronic
mass-media;
- Objective and subjective factors having potential conflicts during
repatriation of Meskhetians in Samtskhe and Javakheti;
- Problems of adaptation and integration of Meskhenian-repatriates in
Georgia;
- Mutual relation of NGOs, Government of Georgia and Council of Europe
by development legislative base for repatriation of deported
Meskhetian population.

All participants in the written evaluation have noted a high level of
organisation of the seminar, and that the information received in the
seminar will be useful in their further activity. They consider, that
this was promoted by a friendly and confidential atmosphere of the
seminar, and also interest of all participants of this seminar.

Information about a course of the further realisation of the project
"Inter-ethnic dialogues for nonconflict  repatriation" will be given
to all interested persons.
