1. INTRODUCTION
The Forum for Philosophy and Public Policy at Queen's University is
organizing a multi-year, research project on citizenship, democracy
and minority rights in multiethnic states, under the direction of
Prof. Will Kymlicka. As part of this project, the Forum distributes a
quarterly newsletter updating recent developments in the field, of
which this is the twenty-third issue. We hope that it will be of
interest to anyone working in the field, whether in academia, public
service, or various non-governmental organizations.

2. UPCOMING CONFERENCES
The Centre for Research in French Canadian Culture (CRCCF) at the
University of Ottawa will host a conference called "Linguistic
Governance: Canada in Perspective." The goal of the conference is to
bring together recent research on language policy in Canada, its
relationship to multiculturalism, and to compare this with the
European experience. The conference will take place March 14-16 2002

The Centro per l'Europa centro orientale e balcanica, in association
with the Association for the Study of Nationalities, is organizing a
special convention on "Nationalism, Identity and Regional Cooperation:
Compatibilities and Incompatibilities" at the Forli campus of the
University of Bolonga (Italy) on 4-9 June 2002. It will be the biggest
international scholarly convention on the European continent for
experts on nationalism, identity and regional cooperation in Central
Eastern Europe, the Balkans and the former Soviet Union. For more

There will be an international conference on "Ethnicity and
Nationalism in Divided Societies: Conflict and Accommodation" in Tel
Aviv and Haifa, Israel on 10-12 June 2002. The conference is
co-organized by Sammy Smooha and Mottie Tamarkin, and speakers will
include Rogers Brubaker, Donald Horowitz and George Schopflin. The
main focus of the conference will be on former Communist countries and

The Center for Multicultural Education at the University of Washington
is organizing a conference on "Diversity and Citizenship in
Multicultural Nation States", to be held at the Rockefeller
Foundation's Study and Conference Center in Bellagio, Italy on 17-21
June 2002. The conference will include social scientists and
educational researchers from 11 countries, to explore how different
countries deal with issues of unity and diversity in their citizenship

The Research School for Practical Philosophy in the Netherlands is
organizing a major international conference on "Ethno-religious
Cultures, Identities and Political Philosophy" in Amsterdam on 2-5

The Laboratory of Anthropology at the Democritus University of Thrace
and the International Democritus Foundation are presenting their 4th
International Symposium on Ethnic Identities July 6-9 2002. The
symposium will approach ethnic identity by investigating the causes,
effects, and national as well as international implications of
post-Cold war security issues related to cultural, religious and

The seventh annual Metropolis conference will be held from Sept. 9-12
2002 in Oslo Norway, with the theme of "Togetherness in Difference:
Citizenship and Belonging", with sub-themes on "Globalization and the
Politics of Migration", "Empowerment and the Effectiveness of
Citizenship", "Urban Textures", and "Gender in Migration". The
Metropolis conferences have established themselves as an important
international forum for discussion amongst government decision-makers,
researchers, and NGOs on policies for managing migration and diversity

There will be an international conference on "Identity and Democracy"
in Rennes, in Brittany (France) on 20-21 September 2002. The
conference is organized by a new association called "Identites et
Democratie", which has been established to contribute to the debate
within France and Europe generally on the relationship between
particularity and universality, between the region and the state, and
on the nature of identity in a changing state system. This will be the
first of several international forums that the association will

A conference entitled "Minorities Within Minorities: Equality, Rights
and Diversity" will be held October 3-4 2002, at the University of
Nebraska at Lincoln. The conference aims to examine how liberal states
and liberal political theories deal with the problem of "minorities
within minorities" - ie, of how to respond to minority groups that
discriminate against some of their own members. The conference will
examine how liberal theory is being shaped by this conflict, and to
survey different practical and principled ways to respond to the
problem. The conference is organized by Avigail Eisenberg and Jeff
Spinner-Halev, in conjunction with the Departments of Political
Science, Women's Studies and the Human Rights and Human Diversity
Initiative of the University of Nebraska. For more information,

"Culture and Ethnicity in Philosophy" is a website maintained by Bruce
Janz, which contains a collection of WWW links useful for
philosophical research on cultural and ethnic diversity. Links are
separated into two groups; those concerned with individual cultural
philosophies (by nation and region, i.e., Korean, Latin American and
Lithuanian philosophies), and those concerned with exchanges between
distinct groups. Further sections collect links concerned with
multiculturalism and philosophy of culture. The URL for this site is

The "Carnegie Project on Complex Power-Sharing and Self-Determination"
has placed a series of useful documents on-line. The documents and
papers include peace agreements and research references on Northern

The PENS program (Program for Ethnicity, Nationalism and
Self-Determination) of the Fletcher School of Law and Diplomacy at
Tufts University has developed an internet resource dedicated to
information about academic and research institutions concerned with
ethnic conflict, national identity, minority and indigenous rights,
self-determination, and related topics. The site seeks to promote
greater inter-disciplinary analysis, through a partial listing of
course offerings and syllabi related to these issues, and a set of
lengthy bibliographies and databases on ethnic conflict, nationalism

The United Nations Guide for Minorities (launched at the UN Racism
Conference in Durban) is now available on-line. The website includes
documents not only on minority rights within the UN system, but also
in various other international and regional bodies (ILO, UNESCO, OSCE,

like the final text of the Commentary to the UN Declaration on
Minorities by Mr. Asbjorn Eide, Chairperson of the UN Working Group on

5. RELATED RESEARCH PROGRAMS
The Migration Policy Institute (MPI) is an independent, non-partisan,
non-profit research group dedicated to the study of the movement of
peoples worldwide. The Institute's work is organized around four
thematic pillars of migration policy: migration management; refugee
protection; immigrant settlement and integration; and North America's
migration agenda. Based in Washington DC, the MPI grew out of the

6. COURSES AND SUMMER SCHOOLS
The Human Rights Education Associates (HREA), an international NGO
devoted to promoting human rights education, is organizing two
distance education courses on the practical aspects of human rights
advocacy. The first is on "Research and Evaluation in the Human Rights
Field" (7 January - 5 April 2002), the second on "Human Rights
Advocacy" (4 February - 3 May 2002). These two courses are part of a
project in which six courses will be developed and offered to human
rights activists and NGO staff via distance learning mechanisms. For

Humanity in Action, a European-American initiative, invites students
to apply for its "International Summer Schools on Human and Minority

The Institute for International Mediation and Conflict Resolution is
organizing two summer student symposia on negotiation and conflict
resolution, to help empower young people with practical skills in
negotiation, mediation and cross-cultural communication. The first
