2. Upcoming ECMI Conferences and Activities

ECMI Montenegro Negotiation and Capacity Building Project, second
meeting, "Freedom of Movement in the Serbia-Montenegro Border Region".
The workshop will discuss the freedom of movement for people and for
goods in two separate sessions. A short backgrounder paper,
distributed to the participants before the event, will guide the
discussions and will be presented by the author in the beginning of
the workshop. Each of the two sessions will be divided into blocks.
The aim of the discussions in the first part is to identify key
problems within each subset of the overall topic. The second part aims
at gathering the different positions and proposals on the issue. The
concluding session seeks to build a consensus leading to policy
recommendations in areas of possible joint interest. Budva,

Ackerman, Alice. Making peace prevail: Preventing violent conflict in
Macedonia. Syracuse: Syracuse University Press, 1999.
The author offers the first in-depth account of how Macedonia, one of
the few examples of successful preventive diplomacy, held onto peace
during the violent breakup of Yugoslavia in the 1990s. The author
furthers the understanding of the challenge of conflict prevention in
multiethnic and newly democratized societies. She also provides a
framework of analysis that underscores the 'art of conflict
prevention'.
Open Society Institute. Monitoring the EU Accession Process: Minority
protection. Budapest: Central European University Press, 2001.
The Open Society Institute's EU Accession Monitoring Program has
produced this detailed report on minority protection, an issue of
central importance to the political criteria relating to EU
enlargement. It ought to be a priority for the European and EU member
states to satisfy the political criteria with respect to minority
protection. At the same time, candidate State governments must
demonstrate their determination to the process by developing and
implementing sound minority rights policies. Minorities and other
representatives of civil society should be meaningfully engaged in the
development, implementation and evaluation of these policies.
