The next European Roma Rights Center newsletter will focus on the
issue of Roma among displaced persons/Roma and forced migration. We
are looking for a person who could write a very brief (1000-2000
words) general overview of the issue of prapiska and how it pertains
to the issue of forced migration in the former Soviet Union. An
article which could describe legal developments concerning prapiska in
as many of the successor states as possible (but especially in the CIS
and Ukraine), by using examples such as the Meshketian Turks in
Krasnodar would be about exactly what we are looking for. Of course,
examples of abuse of the right to free movement derived from events
concerning the Romani community would be especially welcome. Persons
interested in writing such an article should contact either Claude
