The OSCE/HCNM is looking for a qualified candidate who will, under the
direct supervision of the High Commissioner on National Minorities
(HCNM) assist in fulfilling the mandate and activities of the HCNM.
 
Your duties will be to research and analyse a wide rage of political
issues relating to national minorities; to advise the High
Commissioner and the senior management of the HCNM on political issues
with respect to country situations assigned to you; to monitor
political and social developments and prepare comprehensive analyses
and detailed reports for use by the HCNM as well as determining issues
and formulating recommendations to specific situations. You will also
represent the High Commissioner at conferences and other occasions,
upon request. You will establish and maintain contacts with other
international organizations with regard to minority issues and you
will have to accompany the High Commissioner on country visits and
prepare position papers and draft speeches on minority issues.

Necessary Qualifications:
Advanced university degree in Political Science, International
Relations or related field; Five years of progressively responsible
professional experience in dealing with minority issues and human
rights, conflict prevention, international relations, public
administration or other related field, including three years at the
international level. Knowledge of the countries of the Commonwealth of
Independent States. Working knowledge of English and Russian
essential; working knowledge of other languages, preferably from the
CIS area desirable. Ability to combine professional capabilities with
a good feeling for the different aspects of minority questions, tact,
impartiality, and clear sense of the importance of constructive
policies in the area of minority issues. Ability to work with a large
degree of independence and as part of a team. Ability to work
effectively with people of different national and cultural
backgrounds. es.

Remuneration package:
Monthly remuneration but subject to social security deductions is
about US$3,992.- (single rate) and about US$4,277.- (dependency rate)
(including post adjustment, the multiplier for January 2001 being
8.4%). Social benefits will include participation in the Van Breda
medical insurance scheme and in the OSCE's Provident Fund. Other
allowances and benefits are similar to those offered under the United
Nations Common System.
