ON PRINT MEDIA (THE PRESS) IN UKRAINE

This Law sets up the legal framework for print media (the press) in Ukraine, provides state guarantees for their freedom in pursuance of the Constitution of Ukraine, Law of Ukraine “On Information” and other effective legal acts and international instruments recognised by Ukraine.

Article 1. Print Media (the Press) in Ukraine

For the purposes of this Law print media (the press) in Ukraine shall mean periodicals and continued editions published under the same title once or several times a year on the premises of the registration certificate.

Supplements to print media of newspaper and magazine type shall be deemed separate periodicals or continued print editions subject to the registration on a general basis.

Print media specified in Sections 1 and 2 of this Article 2 may include other information carriers (discs, floppy discs, tape and video records, etc.) allowed to be distributed under current laws of Ukraine.

Print media shall be considered issued when signed for release and printed with any print run. The scope of distribution of print media shall be unlimited.

Article 3. Inadmissibility of Abuses of Print Media Freedom

Print media in Ukraine may not be used for:

- fanning race, national and religious animosity;

Article 4. Language of Print Media

Print media in Ukraine shall be edited in the official language and in any other language.

Style and vocabulary used in print mass media shall comply with generally accustomed ethical and moral norms. Use of invective or abusive language shall be forbidden.

Article 12. Application for State Registration of Print Media

Application for state registration of a print medium shall contain the following data:

Article 15. Refusal to Conduct State Registration of a Print Medium

State registration may be denied only if:

(2) the registration authority had previously issued the registration certificate to a print medium under the same title except editions published in different languages;

Article 20. Re-registration of Print Media

Print media shall undergo re-registration in case of change of a founder (membership of co-founders), title, language, scope of distribution.
