Art. 1.

The Ministry of National Education has the responsibility to start, administrate and supervise the procedure of establishing the "Petofi-Schiller" State Multicultural University with Hungarian and German as languages of education.

Art. 2.

In order to carry out the tasks provided under art. 1, at the proposition of the Department for the Protection of National Minorities, within the framework of the Ministry of National Education and within 7 days from the publication in the Official Gazette of Romania of the present decree, a working group is set up which shall have the following composition:

a) five officials from the General direction for national minorities and the General direction for higher education which function within the Ministry of National Education;

b) the interim board of the "Petofi-Schiller" State Multicultural University with Hungarian and German as languages of education, composed of five specialists, assigned by decree of the Minister of National Education at the proposal of the Department for the Protection of National Minorities after consulting the Hungarian and German university communities.

Art. 3.

(1) The working group set up under the provisions of art. 2 shall elaborate, having in sight the report submitted by the Evaluation Committee established under the provisions of Government Decree no. 378/1998, the self-evaluation documentation in accordance with the provisions of Law no. 88/1993, until November 15, 1998.

(2) The National Academic Evaluation and Accreditation Council shall elaborate its report until November 30. 1998.

(3) In accordance with the evaluation report of the National Academic Evaluation and Accreditation Council, the Ministry of National Education shall submit the project of the decision concerning the temporary functioning authorisation of the "Petofi-Schiller" State Multicultural University with Hungarian and German as languages of education and the right to organise the entrance examination.

Art. 4.

The Ministry of National Education shall provide the necessary infrastructure for the good functioning of the working group.

Art. 5.

(1) All the expenses related to the good functioning of the working group shall be financed from the budget of the Ministry of National Education, supplemented by Government Decree no. 569/1998.

(2) In accordance with the self-evaluation report and the report of the National Academic Evaluation and Accreditation Council, the Ministry of Finances has to include the expenses related to the organisation and functioning of the "Petofi-Schiller" State Multicultural University with Hungarian and German as languages of education into the annual budgets, 1999 onwards.
