Article 23

The rights and freedoms flowing from the principles enshrined in the present framework Convention, in so far as they are the subject of a corresponding provision in the Convention for the Protection of Human Rights and Fundamental Freedoms or in the Protocols thereto, shall be understood so as to conform to the latter provisions.

333. It would be very desirable that the Convention for the protection of Human Rights and Fundamental Freedoms would be supplemented with the special protocol on the protection of the rights of the National Minorities and Indigenous Peoples.
334. No less urgent is to add the Framework Convention with the provisions promoting the Rights of the Indigenous peoples on the basis of the practice of democratic States having the experience of the dealing with these peoples as Scandinavian ones for instance.
