Article 20 In the exercise of the rights and freedoms ensuing from the principles enshrined in the present framework Convention, any person belonging to a national minority shall respect the national legislation and the rights of others, in particular those of persons belonging to the majority or to other national minorities. One of the intentions of the Constitutional Law on Human Rights and Freedoms and the Rights of National and Ethnic Communities or Minorities in the Republic of Croatia (preamble) is to "enable less numerous ethnic and national communities or minorities of the same, religion, race and language, a free development of their distinctive characteristics within the majority citizen community or majority communities without abuses by either the majority or the minority".
