ECMI provides expertise on political participation to the CoE�s
Committee of Ministers

A Conference on Effective Participation of Persons Belonging to National
Minorities in Europe takes place 7-8 June 2010 in Skopje. It is
organized in the framework of the Chairmanship of the �former Yugoslav
Republic of Macedonia� of the Committee of Ministers of the Council of
Europe. The theme of the Conference is �Strengthening the Cohesion of
European Societies: Effective Participation of Persons Belonging to
National Minorities in the Decision-Making Process�. The Conference
provides an opportunity to make an overview of the current situation in
the member-states of the Council of Europe and to consider to what
extent the implementation of the Framework Convention on National
Minorities has contributed to increased participation of minorities in
the decision-making process.

ECMI�s contribution to the Conference includes a presentation by ECMI�s
Senior Research Associate, Dr. Oleh Protsyk. He presents in a panel that
examines conditions and strategies for improving minority participation
in the political and public life. Dr. Protsyk will focus in his
presentation on the role of electoral, party, and parliamentary rules
and procedures in fostering more effective participation.

Dr. Protsyk heads up ECMI�s research cluster on Politics and Civil
Society. The cluster seeks to improve our knowledge about formal and
informal mechanisms of minority participation and our understanding of
patterns of ethnic mobilization and inter-cultural dialogue. These
issues are examined within the cluster from a variety of theoretical and
methodological perspectives. A major programme within the Politics and
Civil Society Cluster is the Political Participation programme which
provides the research for Dr. Protsyk�s presentation. For further

Fostering integration, while respecting diversity, is one of priorities
of the Chairmanship of the �former Yugoslav Republic of Macedonia� of
the Committee of Ministers of the Council of Europe. The republic has
taken over the chairmanship of the Committee of Ministers from
Switzerland in May
2010.
