International and regional human rights standards on non-discrimination
are a powerful means to combat discrimination. They have been developed
over decades in several international fora and already address most
forms of discrimination. The current challenge is to implement all these
standards effectively in a co-ordinated manner. All members of the human
rights community can contribute to this process.
Ambassador Thomas Hammarberg is a Swedish diplomat and a human rights
activist. He was Secretary General of both Amnesty International
(1980-86) and Swedish Save the Children. Ambassador Hammarberg was
Special Representative of the UN Secretary General on Human Rights in
Cambodia for four years (1996-2000), and served as the Regional Adviser
for Europe, Central Asia and Caucasus to the UN High Commissioner for
Human Rights between 2001 and 2003. In 1996-2004, he was the Chair of
the International Council on Human Rights Policy. He has held a position
with the Department for International Law and Human Rights at the
Swedish Ministry for Foreign Affairs and has functioned as a Special
Adviser to the Swedish Government on Humanitarian Issues. At present
Ambassador Hammarberg is the Secretary General of the Olof Palme
International Center and chairs the Board of Trustees for the UN
Voluntary Fund for Technical Cooperation for Human Rights. On 5 October
2005 he was elected for the post of Commissioner for Human Rights of the
Council of
Europe.
